I think we have all heard saying that rules are made for fools but is this a case where the fools make the rules. Are the rule makers based in Brussels by any chance? I may have got it wrong but my interpretation is that if the child becomes 14 on 31st December 2013 it means that one day after their 13th birthday, the 1st of January 2013, they can groom as they will be 14 in the year 2013 albeit in 364 days time. I know they use the beginning of calendar year rule for horses but I do not consider that they should use it for humans as well. |

Thank you both for your replies - good - that is what I thought it meant although some clubs specifically state that the groom must be 14 on the day of the event - so not running in accordance with the BC rules?? IHDT have there own set of rules which specifically state "on the day of the event" for the obstacles. It does strike me as a little odd that she may be excluded from learning about backstepping in indoor obstacles and club events but take part for the first time in Nationals?? I have found other drives for her to join in with and feel confident with her on the back because she knows the pony and all the equipment better than anyone else! Vicky |

Sorry, yes it does look next June not the one just gone. However, the rule is not clear because it says that age is determined but does not say HOW it is determined. At the end the rule refers back to a "designated age" which has not actually been defined or designated. This rule caused havoc at the Junior Nationals in 2012 and was reworded on future schedules. |

I think Vicky is saying that her groom will be 14 next year, i.e. in June 2014. In which case she will be able to groom for her from 1 January 2014. I think rule 913.1.4 is quite clear on that. If their 14th birthday is any time in 2014, then they can groom on or after 1 January of that year. |

913.1.4 is an awful piece of drafting and should be changed. What they were trying to say is that if your groom is 14 this year she counts as 14 for the whole year. |

Sorry the formatting isn't good but can anyone clarify the rules for national competition for me. My regular backstepper is 13 and so she can't groom for me at competitions yet and, although I understand the local clubs (and indoor) have there own rules - it does appear that she might be able to compete with me from January next year at Nationals (she is 14 in June) .... is that the correct way to interpret this part of the rule book??? Also can the organising club "add rules" to national competitions? This is not aimed at any club but stems from my experience competing in dog agility where this is allowed for everything except the actual competition part. 913.1 Minimum Age of Drivers and Grooms. Class Driver Minimum Age Horses Four-in-Hand, Tandem. 18 years Horse Pairs 16 years Horse Single 16 years All Pony Classes 14 years 913.1.2 Drivers under the age of 18 years must be accompanied by a groom(s) of 18 years and older 913.1.3 Drivers over the age of 18 must be accompanied by a Groom(s) of 14 years and over 913.1.4 Age is determined from the beginning of the calendar year in which the Driver and Grooms reach the designated age. Thanks in advance for any insight - this is all very new |
