Update - received a reply from DEFRA this morning

" Dear Janet

Thank you for contacting the Equine Passports Team.

From your e-mail, it does appear that you do have a full horse passport as horse passports issued by other Member States of the European Union (EU) are valid throughout the EU. We only advised Passport Issuing Organisations to start using UELN codes after November 2004. This means that any horse passports issued, in the UK, without a UELN before this date are valid assuming that they have at least Sections 1-4 and 9. A UELN is only issued when a new horse passport is issued.

Regards
Luyi Brown
Defra - Horse Passports Team "

This has reassured me and hope it will help anyone else who has a similar problem.

I will also contact the office to pass this information on.

Hope you make it !

Thanks Vic - making sense at last! :o)
I have been on the KWPN website and will get this organised now.
Next question.... Can we enter the horse for Hopetoun with 'number applied for' or will BHDTA insist on the UELN? If that is the case then I don't think we'll make it time wise.

Janet,
Your KWPN passports should suffice as a equine can only have one passport.

It should not matter what the UELN starts with. Each country has been allocated a different prefix. The number 12 digit number is made up as follows:

3 digits for the ISO-3166 code for the country of the organisation which registered the horse for the first time, 3 digits to identify the organisation that issued the passport, 9 digits for the number of the horse in its local register.

Therefore all UK numbers will start with 826, Ireland with 372, Holland 528 etc. (see http://en.wikipedia.org/wiki/ISO_3166-1_numeric)

It appears that on the BHDTA National Start Fee form, the prefix "8260" has been pre-printed. This is a mistake, because it would limit entries only to horses registered in the UK. Hopefully the BHDTA will realise this and change it, but forms from other organisations may have the same problem.

Sorry Vic - I may be misleading when I say a DEFRA passport - I mean a passport with the UELN number. Apologies. My Gelderlanders have breed ID numbers but they don't start with 8260. So I need to get that UELN number.
I wonder what will happen with horses registered in Ireland who want to compete at any of our National events? They won't have a number starting with 8260 either.

If any competition organiser insists on a DEFRA passport, they are WRONG ! DEFRA themselves do not issue equine passports. The issuing of passports has been devolved to the private sector and passports may only be issued by DEFRA Approved Passport Issuing Organisations (PIOs). The list of these is available from www.defra.gov.uk/animalh/id-move/horses/horsepassport.htm

One of the PIOs is the Horse Passport Agency Ltd, but they are not DEFRA and their passports are no more or less valid than any of the other PIOs. Their website is at www.horsepassportagency.co.uk

Some of the PIOs will use the DEFRA standard passport document, some will have their own printed. This does not make any difference, as long as the animal has a UELN and a diagram in the passport.

DEFRA themselves advise that owners should get their passport, in the first instance, from the breed society, if the animal is registered. This is a quote from the DEFRA website :

"Horse owners must obtain a Passport for each horse they own. This is done by application to one of the Passport issuing organisations (PIOs) that have been authorised by Defra or the devolved administrations (Northern Ireland, Scotland and Wales) to issue Horse Passports. Some of these organisations deal with only one particular breed of horse; others will issue Passports for all types of horses. A list of recognised organisations authorised to issue Passports in the UK, which are recognised under Commission Decision 92/353/EEC and under domestic Passport Regulations, can be found on the Defra website."

Regarding horses with two passports, DEFRA advise that "Horses may be issued with one passport only and cannot be rescinded. Defra is currently working with the Equine Industry on a set of instructions for duplicate passports that will be published on the Defra website."

Maybe event organisers should be given the correct information and make sure they pass it onto their vets.

That's all very well Vic but we keep getting told horses should not have more than one passport! Gypsy's is ok and I can get a DEFRA passport (or one through my vet practice with a pretty little horse's head on the front) quite easily but it seems ridiculous that the official breed passport with all the necessary details is not acceptable. My vet spoke with DEFRA about it and they are both in agreement that my KWPN passports are legal even though they don't have UELN numbers. Very frustrating. I have e:mailed DEFRA asking their advice, no reply as yet. Any advice from other Gelderlander owners?

I had this problem at Alnwick 2 years ago in the FEI single horse class, when the Hackney Horse Society passport I have for Bella was deemed unacceptable by the vet. He did eventually accept it, but said that I should get a DEFRA passport as soon as possible.
The HHS have assured me that their passports are perfectly acceptable for FEI competitions, but apparently this is not the case.

DEFRA have authorised numerous breed societies and other bodies, such as the BDS to issue Equine passports. Provided that a passport has been issued by one of the official bodies and has a properly completed Identification Section and Unique Equine Life Number (UELN), these passports are quite accepteble to the BHDTA competitions committee.

How do I get a DEFRA number as required by BHDTA on Start Fee forms? Two of my horses were issued with DEFRA passports so they are OK but two have KWPN passports, complete with pedigrees, ID nos, identification outlines signed and stamped by vets, declaration pages stating they are not to be used for human consumption, also signed and stamped by vets. My own vet and DEFRA have both stated they are legal passports and yet it seems they are not acceptable for competing. Is this correct? How can I get this rectified? We want one of them to compete at Hopetoun!
Worried, Lanarkshire.
