Thanks Vic, that now makes it quite clear. I am in process of modifying and building my own cart and I wanted to put the larger wheels at the front to make the rolling resistance less for my 12.2 pony but this is the axle that extends so I will have to look at different axle. I did also think that it would make the cones easier to drive.

FEI RULES FOR INTERNATIONAL COMBINED DRIVING EVENTS
10th edition, effective 1st January 2009
Page 16 - Article 918 Vehicles
918.1.5 The Track Width of all Vehicles is measured at ground level on the widest part of the rear wheels.

It is because of this rule that vehicles are built with extending rear axles, rather than the front.

In practice, it is easier to measure the rear axle width - by the stewards at the cones arena for instance - because the axle is fixed in relation to the vehicle, unlike the front axle which pivots and would be harder to align with the measuring device.

It is also safer to measure the rear axle. The people doing the measuring are at a safe distance from the horses, less likely to be trampled on or run over if the horses decide to move forward. Normally, a marker is placed either side of the rear axle wheels and the driver is then asked to move forward. The distance between the markers is then measured. This would not be possible if it was to be done on the front wheels.

Artificial extensions to increase the measured width of a Vehicle are not permitted in Competition C

Can anyone tell me why the rear axle of a cart extends instead of he front. I have studied the FEI rules and cannont see any reason why not
