Thank you all, I have taken on board all your comments and reasons and have decided to close the petition but keep the page open to follow your advice in order to Educate not Legislate!

I really do appreciate your comments as there are pros and cons for everything and by creating this page you have helped me to see the negatives where as I was only seeing the positives.

Sheri
I realise you must feel very passionately about this cause and I am sure your intentions are honourable, but people on this forum are not flocking to support you - the fact that you personally are "sick and tired' of seeing riders in dark clothing is no reason to impose your views on every person who rides or drives horses on the road.
This is still largely a free country where people are entitled to make their own decisons and take responsibilty for their own actions and mistakes. By all means concentrate on an education programme and I think you will get a lot of support, but lets not start the hare running for yet another piece of legislation which takes us further towards being a nanny state.
And yes, I always wear relective clothing when driving my ponies on the road - my choice.

You are of course assuming everyone who rides has insurance. Julie is right educate not legislate even by the back door.

You are not talking about after dark, you are talking about making this compulsary for everyone all the time, day and night.
As I said elsewhere, this is a can of worms which will turn into a bucket of snakes and come back to bite you. EDUCATE...EDUCATE...EDUCATE but PLEASE don't legislate!
PLEASE re think your idea.

I am by no means trying to stop insurance companies paying out, I am just sick and tired of seeing rider's in dark clothing riding on the roads - you can hardly see them.

It would be up to rider's to ensure they are meeting the conditions of their insurance and if don't it's their risk - just like having no working lights on your car after sunset invalidates your car insurance.

I wear hi-viz when riding or driving but would resent it being compulsory for all the reasons given already. Please rethink your idea of approaching insurance companies - that would not be a good move!

Good idea to encourage the use of reflectives, however we have enough legislation in our lives, let it remain individual choice.
If there were to be legislation or conditions on your insurance, where would it end? Would we have to wear reflectives on road drives and on the marathon incase we went on a road or crossed a road to get to a track. Your suggestion has far reaching implications that need very careful consideration as once implemented it's extremely difficult to go back.

By all means encourage riders and drivers to wear reflective jackets but do not play into the hands of irresponsible road users by making an accident the fault of the horse owner for not wearing a reflective jacket. Why are you trying to encourage insurance companies not to pay out?
