There is still a Time Allowed for the Transfer and you could get penalties for exceeding it:

949.3.11 Article 944.5.1 Total time over Time Allowed in all Sections 0.2 penalties/sec.

but there are no penalties for going too fast in the Transfer:

949.3.12 Article 944.5.2 Total time under Minimum Time in A and E. 0.2 penalties/sec.

In practice however, as the Transfer is any pace and the advice to course designers is to set an easy time (although they can set any time they want in the rules, including a gallop), nobody is likely to get any penalties for the Transfer - though they could.
(So in Eacdg we decided not to time the Transfer at all - seemed not a good use of stewards' time).

Whether competitors are given a timetable for the whole marathon is a separate question and up to the organisers. We do at club events, intending to make it clearer for everyone (competitors and spectators etc) and help them to get to the various starts on time, keep everything running on time. However, all they have to tell you is the Start of A time and the Time Alloweds etc.

At Ashfield's national we were just given a start time of A and nothing else. when you finished A the steward told you to proceed down the transfer but did not record a start time. There was a Steward at the end of the Transfer that recorded your end time. Presumably to insure everyone had a minimum of 10 minutes at the halt. The starter at E then gave you a start time for E which give you enough time at the halt. I think we were still set of in 4 minute intervals but depending on the time you arrived at the halt you had differing times (I'm not sure what happened if someone arrived at the halt with less than 10 minutes) I think they had given enough time at the halt to insure nobody was under the 10 minute minimum?

Not sure what happend at Hopetoun but that is how they did it at Ashfields. Would be interesting to know how they did it at Royal Windsor and other internationals as it seems to be slightly different at each event.

This is what we decided to do at EACDG events.

http://www.eacdg.co.uk/news.html

We don't have stewards on the transfer section but normal section rules apply. It is still timed and a time allowed is given so you must get to the halt at your given time. You can go at any pace. EACDG allows time for a slow walk and there is no minimum time.

Yes, you can get penalties if you are late, late for your start of E, deviate from the course, exceed the maximum time... and other clubs may do it differently!

Please can I have clarity on the transfer section rule? I understood that this section is not timed and so long as you proceed along the route (at any pace ) and arrive at the rest area and proceed to start of section E on time one doesn't incur penalties? i.e. it does not have to be completed in 9mins / 1km / horse; you could take longer.
