The FEI 2013 rules show the walk (Section D) renamed Transfer (941.1) The maximum speed allowed for this has been removed so the TD can now set ANY time allowed and the distance must now be "approximately" 800-1000m instead of these being strict min/max. It is now ANY pace and the penalties for exceeding the time allowed remain 0.2 per second (944.5.1). While the intention of the rule change was probably to relax the walk, as written it actually opens the door to any sort of section - TD could set the time allowed to zero and have a race gallop section. That could be (over?-) exciting. Penalties on Section D are still used as a marathon tie break if other marathon penalties are equal (949.1.4 - I guess this is probably left in by mistake). Most likely we will see TDs set walk ("Transfer") speeds about 1kph slower than previous years, so penalties won't normally be incurred on this section - hardly worth scoring - and penalties presumably remain just to encourage people to move along to the halt on time. As for whether the UK should keep a competitive walk section, it's up to the BHDTA council to make the final decision on behalf of the members - the BHDTA rules committee recommends and suggests options to the council who rightly take any major decisions. In general it seems problematic if UK competition diverges appreciably from FEI; it's awkward if the UK wants to do something different, for example if members feel the competition is being dumbed down more than we'd like. See here for the FEI site - full rules with changes marked: http://www.fei.org/sites/default/files/file/DISCIPLINES/DRIVING/Rules/Driving_ru les%202009%20effective%201%20January%202013%20BDR.IWI%20FINAL.pdf Note some other changes: Organisers can allow drivers to compete twice in an event except FEI championships/CAIOs (940.1.1) - and no restriction for grooms. Probably a mistake; if you go over the cones time allowed you get penalised by your TOTAL time x 0.5, not just the time over time allowed (956.8.7). I hope UK will change this back to: [time over time allowed] x 0.5, though it would make for some dramatic cones scores. Drivers ("Competitors") renamed again, now as "Athletes" (?!). Seems to me the person most required to be athletic on a vehicle is a marathon groom, beats me why we don't call everyone on the vehicle a competitor since they all take part, call drivers drivers and grooms grooms. |

I am really suprised no one commented on this! Is this removal of D going to filter to us here or are we standing firm? Nicolette |
